Frances Newman is the CEO of Oshawa Public Libraries. Before moving to Ontario in 2015, she managed two public library systems in Nova Scotia and was the recipient of the Norman Horrocks Award for library leadership in that province.

Frances has an MLIS from Dalhousie University, and was one of the founding members of One Book Nova Scotia, a province-wide community reading event for adults. She is currently Chair of CELUPL (Chief Executives of Large Urban Public Libraries) volunteers in the Ontario Library Association mentoring program, and is a peer reviewer for Partnership: the Canadian Journal of Library and Information Practice and Research.
